The communique on the Provision of Treasury Dividend Supported Investment and Business Financing for Agricultural Production (No:8038) through Ziraat Katılım Bankası A.Ş. and the communique on the Provision of Treasury Interest-Supported Investment through T.C. Ziraat Bankası A.Ş. and Business Loans for Agricultural Production by Agricultural Credit Cooperatives (No: 8039) was published in the Official Gazette. According to the new legislation to be implemented for the 2024-2026 period:
Credit Limit for Agricultural Machinery (Excluding Tractors): 10 million TL
Discount (subsidy) rates to be made from the current interest rates applied to agricultural loans by the bank:
Imported machines: 50%
Domestically produced machines: 75%
For primary agricultural organizations, 10% will be added to these rates.
Credit Limit for Tractor: 2 million TL
Discount (subsidy) rates to be made from the current interest rates applied to agricultural loans by the bank:
Imported machines: 25%
Domestically produced machines: 50%
For primary agricultural organizations, 10% will be added to these rates.
Credit Limit for Pressurized Irrigation System Investment: 15 million TL
Discount (subsidy) rates to be made from the current interest rates applied to agricultural loans by the bank:
Imported machines: 75%
Domestically produced machines: 100%
Credit Limit for Agricultural Machinery Park: 20 million TL
Discount (subsidy) rates to be made from the current interest rates applied to agricultural loans by the bank:
Imported machines: 75%
Domestically produced machines: 100%
For primary agricultural organizations, 10% will be added to these rates. The maximum discount rate is 100%.
Credit limits will be revised at the end of each year according to the annual change rate of TURKSTAT Agricultural Input Price Index. Technical criteria for credit utilization will be determined separately by the communiqué to be published.
According to the Regulation on the Rating of Agricultural Organizations published on 28 November 2023, it is stated that first-degree agricultural organizations can benefit from opportunities such as privileges in agricultural supports, interest discounts, invitations to organizations, and participation in decision-making processes. There is no clear information on how it will be implemented. Although it is estimated that the additional discount will be applied to the organization’s purchases, not to the farmers who are members of the organization, exact information will be given in the coming days. It is expected that the primary agricultural organizations will be determined as of March.
