The Guide for Phase 21 of the Rural Development Investment Support Programme 2026 Application Period, entitled “Support for Low Consumption Irrigation Systems,” has been released. The start and end dates for applications will be announced later. This guidance is intended to assist applicants in preparing their projects.
Grant Scope and Opportunities
The program supports drip irrigation, sprinkler irrigation, and micro-irrigation systems, as well as mechanical and renewable energy-assisted irrigation solutions. Grant rates range from 50% to 70%, and investment items are defined in detail in the guide.
Three primary headings include supported investment areas:
- In-field systems (Drip irrigation, Sprinkler irrigation, Micro-sprinkler irrigation, Subsurface drip irrigation)
- Large mechanical systems (Center pivot/Linear irrigation systems, Drum irrigation systems)
- Renewable energy and technology-focused systems (Solar-powered irrigation (irrigation systems + panels), Smart irrigation/automation systems (sensors, control, remote management))
Grant rates vary according to the type of investment. A 50% grant is applied to standard drip and sprinkler irrigation systems, 60% to center pivot and solar-powered systems, and 70% to subsurface drip irrigation and smart irrigation/automation systems. In basins declared to have water scarcity, the rate increases to 70% for all applications. The upper limit for the project amount eligible per grant is 10 million TL, and on-site delivery and installation costs can be considered within the scope of the grant, provided they are included in the same invoice.
Applicants: Individuals, commercial companies, irrigation cooperatives, and irrigation associations can apply. Women and young entrepreneurs (18-41 years old) are given priority; at least 20% of the budget is allocated to this group.
Critical Considerations for Supplier Companies
1- Manufacturer’s warranty certificate for the product.
2- TSE Service Location Qualification Certificate (for center pivot, drum, linear sprinkler system and solar-powered irrigation investment applications)
3- Credit eligibility certificate or test report: For solar-powered irrigation system applications, excluding panels, inverters and other parts related to electricity generation; this is required for drip irrigation, subsurface drip irrigation, sprinkler irrigation, and micro-sprinkler irrigation systems; and for center pivot, drum or linear sprinkler system investment applications.
4- Catalogs or documents containing technical specifications obtained from manufacturers showing that the water-saving agricultural irrigation system purchased by the beneficiary within the scope of the project conforms to the technical specifications provided with the application file.
5- Turkish Maintenance and User Manual (Not required for pipes and pipe fittings used in irrigation systems.)
6- CE Certificate (Suppliers are required to meet the requirements of the CE mark on their products containing moving parts and to affix it to their products. The declaration of conformity file and technical file for the product may be requested if deemed necessary.)
Pricing (Reference Price Basis)
- Purchases are evaluated according to the Ministry’s reference price list.
- Prices above the reference price are not considered within the scope of grants.
- For products not included in the list, the price is determined by the relevant commission.
