The Turkish edition of the “Rural Development Investment Program 2026 Application Period Documents” is provided at the link, which is part of the Ministry of Agriculture and Forestry of the Republic of Turkey’s Communiqué on Support to be Provided within the Framework of the Rural Development Investment Program. The start and finish dates for applications will be announced later, and an implementation guide has been released to help applicants prepare their projects.
The Implementation Guidelines document specifies the mandatory and non-mandatory machinery and technologies that will be considered for grant funding, according to investment subject headings*. Therefore, which machines/technologies are included in the grant support can be tracked from these lists. The “Shared Machinery Park” heading contains a much broader list of machinery:
Baler machines, combine harvesters/harvester binders, straw balers mounted on combine harvesters, lawn mowers, towed threshing machines, incubation cabinets (aquaculture incubation cabinets), corn silage and grass silage machines, pneumatic planters, silage packing machines, stone pickers, universal planting machines (row crop planters), feed mixers & spreaders, and tea harvesting machines.
Another broad list related to our sector is under the scope of “Smart Farming Applications”:
Digitalization in Agriculture: Investments in Data Management, Sensor and Internet of Things (IoT) Based Smart Farming Applications
1.Mastitis detection devices (for livestock farms with 50 or more animals)
2.Activity measuring devices (devices that measure movements and behaviors such as estrus detection, rumination, feeding, and resting) (for livestock farms with 50 or more animals)
3.Smart tiller (for vineyards and orchards) (for farms with a minimum tractor size of 90 HP and 150 decares or more of land)
4.Variable rate fertilization systems (for farms with 100 decares or more of land)
5.Variable rate spraying systems (for farms with a single plot of land of 100 decares or more)
6.Agricultural unmanned aerial vehicles for agricultural organizations only (The unmanned aerial vehicle driver’s license must be submitted at the latest at the final report stage.)
Investments in AI-Based Decision Support Systems and Production Monitoring Technologies
1. Digital pheromone traps (for businesses with land of 100 decares and above)
2. Water analysis devices (for businesses with land of 300 decares and above)
3. Self-propelled harvester tracking system (for businesses with land of 300 decares and above)
4. Automatic steering system (Automatic steering systems do not require a machine equipment layout plan.) (For businesses with land of 150 decares and above, with a minimum of 75 decares in a single plot)
Investments in the Use of Robotics, Automation, and Image Processing Systems in Agriculture
1. Autonomous Calf Feeding Robot (for livestock farms with 20 calves or more)
2. Autonomous Feed Pushing Robot (for livestock farms with 100 calves or more)
3. Autonomous Manure Scraping Robot (for livestock farms with 100 calves or more)
4. Smart Colostrum Preparation Machine (for livestock farms with 50 calves or more)
5. Feed Automation Center (for livestock farms with 200 calves or more)
6. Automatic Milking Robot (for livestock farms with 25 calves or more)
Reference Prices: The Reference Price List, prepared by the Ministry and used as a basis for applications, is included in the document titled “Application Guide Appendices”. It has been observed that the prices of the machines on the list have increased by approximately 26% compared to the previous list. Reference price lists are used as the basis for machine purchases; for products not on the list, the price is determined by the commission.
To complete the purchasing process, your company must submit the following documents in full:
- For domestically produced machinery and equipment, a TSE certificate, TSEK certificate, test report, or domestic product certificate, along with a catalog, is required.
- For imported machinery and equipment, a CE certificate, test report, or EC/EU Declaration of Conformity (CE Declaration of Conformity), along with a catalog and a certificate of origin in the final report, is required.
- For custom-made machinery and equipment, a work experience certificate, a capacity report, and an industrial registration certificate or test report issued by the Ministry of Industry and Technology that is compatible with the subject of production are required.
The supplier/contractor must also submit up-to-date documentation confirming that they have no outstanding debts to the Social Security Institution (SGK) and the tax office, as well as a document from the relevant authorities stating that they are not prohibited from participating in tenders, in the procurement file.
The following documents must also be submitted during the purchase process:
- Optional Warranty Certificate
- After-Sales Service Competence Certificate (Authorized Service Certificate) or TSE Service Competence Certificate or service competence commitment to be provided by the contractor/supplier
- List of Authorized Service Centers
- Turkish Maintenance and User Manual
Equipment must have labels containing information such as brand, model, serial number, and year of manufacture.
Grant rate and amount: Grant support is provided between 50% and 70% of the project cost. The upper limit for the project cost is 30 million TL, and the lower limit is 100,000 TL. For family businesses, the upper limit is set at 8 million TL.
Applicants: Individuals, legal entities, and agricultural organizations can apply. Women and young entrepreneurs (18-41 years old) and first-degree agricultural organizations are given priority in the evaluation process.
